Eamonn Brennan was the Director General of EUROCONTROL (2018 – 2022). EUROCONTROL is based in Brussels, Belgium. EUROCONTROL is an intergovernmental European organisation with 41 member States in addition to comprehensive agreements with two other states. The organisation manages the European Air Traffic Network, handling over 11 million flights yearly and is central to the operational and financial management of the air traffic control system, which costs €11 billion annually. The organisation provides a range of technical coordination activities, training and research support for States, Airlines, ATC Providers, Airports and Industry. In addition, it also provides ATC services for the upper airspace of the Netherlands, Luxembourg, Belgium and Northern Germany, amongst the busiest airspace in continental Europe. (www.eurocontrol.int) Prior to joining EUROCONTROL, Eamonn was Chief Executive of the Irish Aviation Authority (2002 – 2017) with responsibility for the safety regulation of the fast-growing Irish civil aviation sector, providing air navigation services in Irish airspace and ATC at major airports and North Atlantic Communications. He was significantly involved in the promotion of the industry, which saw considerable growth with high levels of safety, performance, cost efficiency and expansion of services, which included investments in technology, resources, and infrastructure. He has also worked in international positions in South East Asia based in Kuala Lumpur, in Malta and London where he led the successful Airline Group bid for the first ever part-privatisation of a European Air Navigation Service Provider in the UK (NATS). He has extensive experience of European Aerospace and operations and worked closely with EASA during his tenure at Eurocontrol and IAA, attending board meetings and leading a co-operative programme. He has worked extensively with industry and state representative associations (e.g. ICAO, IATA, A4E, ACI, etc.) Eamonn has served as Chairman of CANSO Global, Chairman of the COOPANS Alliance, Deputy Chair of the SESAR Board and has served in the past on the Boards of Borealis, Aireon Llc, Entry Point North and the Irish Aviation Authority. He is a graduate of the National University of Ireland, qualified as a chartered accountant and a private pilot. Eamonn is a Non-Executive Director of Ryanair. He is Chairman of the Foynes Flying boat Museum and advises aviation companies and governments. He is a Board member of ANRA Technologies and also serves on the advisory boards of Irelandia Aviation and Cirium. He is currently working on projects in on eVTOL and electric and hybrid aircraft and is a Board Adviser to Vertical Aerospace Plc. He is also the co author of a 2025 Strategic Report on the future of Irish Aviation.

Mr. Sven Kaltenhaeuser graduated from the Technical University of Braunschweig, Germany, joining the DLR Institute of Flight Guidance in 1999 as scientist within the domain of ATM validation and real time simulation. He has been involved as validation expert and project manager within multiple national and international research campaigns and is head of the ATM Simulation Department of DLR Institute of Flight Guidance, where he is in charge of the DLR Air Traffic Validation Center. Part of its mission is to research concepts for operations in higher airspace and for integrating spacecraft into Air Traffic Management. He was a member of the EASA task force on Higher Airspace Operation and co-developed the European Concept of Higher Airspace Operation in SESAR ECHO.

Giovanni Di Antoniois an Aeronautical and Astronautical Engineer with over 25 years of experience in defense and aerospace. He has developed extensive expertise in airworthiness and emerging aerospace domains, including Unmanned Aircraft Systems (UAS), Higher Airspace Operations (HAO), and Commercial Space Transportation (CST).
In his current role as Director of Technological Innovation at ENAC, the Italian Civil Aviation Authority, Giovanni leads the development of national regulations for spaceports and suborbital flights, while supporting the establishment of the Italian National Spaceport at Taranto-Grottaglie Airport in southern Italy. Moreover he contributed to developing ENAC’s Sandbox Regulation.
As part of the SESAR ECHO 2 Project, he oversees the work package dedicated to integrating supersonic, hypersonic, and suborbital flights into the European ATM system. His prior contributions to the SESAR ECHO Project included the development of the European HAO Concept of Operations. He also chaired the EASA HAO Task Force, which explored principles that may lay the groundwork for future European regulations.
In the field of UAS and Advanced Air Mobility (AAM), Giovanni has contributed to Italy’s National Strategic Plan for AAM and currently serves as Chair of JARUS (Joint Authorities for Rulemaking on Unmanned Systems), advancing global collaboration in unmanned aviation.

Steven Moore
Steven joined EUROCONTROL in Brussels as Head of the ATM Network Operations Division in 2020 working with his team to ensure the delay in Europe’s air traffic network is kept to a minimum whilst pushing for the best trajectories possible. In 2023, Steven led the Agency-wide completion of, and transition to, the new Network Management Operations Centre on time, on budget with an overnight transition causing no immediate or follow-on Network effect for stakeholders. Steven also leads on behalf of EUROCONTROL in the areas covering the daily Network Operations, Operations Support, Business Continuity, Crisis Management, Airports, and Service Evolution.
Prior to joining EUROCONTROL, Steven worked as Deputy General Manager for Swanwick Air Traffic Control Centre and in various other roles for the UK’s air navigation service provider NATS for 24 years.
Steven is an Air Traffic Controller by training, and has 18 years of experience controlling aircraft in congested airspace!

Tommaso Sgobba is Executive Director and Board Secretary of the International Association for the Advancement of Space Safety (IAASS). Until 2013 Tommaso Sgobba was head of the Independent Safety Office of the European Space Agency (ESA), responsible for certification of human-rated systems, spacecraft re-entries, space debris mitigation compliance, use of nuclear power sources, and planetary protection. He joined the European Space Agency in 1989, after 13 years in the aeronautical industry.
Tommaso Sgobba holds an M.S. in Aeronautical Engineering from the Polytechnic of Turin (Italy), where he was also professor of space system safety (1999-2001). He has published several books, articles and papers on space safety, and co-edited the text book “Safety Design for Space Systems”, published in 2009 that was also published later in Chinese. He co-edited the book “The Need for an Integrated Regulatory Regime for Aviation and Space”, published in 2011. He was the Editor-in-Chief of the book “Safety Design for Space Operations” published in 2013, and of the book “Space Safety and Human Performance” published in 2017. He is Senior Editor of the Journal of Space Safety Engineering.
Tommaso Sgobba received the NASA recognition for outstanding contribution to the International Space Station in 2004, and the prestigious NASA Space Flight Awareness (SFA) Award in 2007. He received the 2019 Henry L. Taylor Founder’s Award of the Aerospace Human Factors Association (USA).
